Sheetz proposed for West End, bringing fuel pumps and expansion plans

North Carolina Highway 211 in West End is being transformed into a major growth corridor, prompting Sheetz gas station and convenience store stakeholders to propose a new location on 4.82 acres of industrial property.

North Carolina Department of Transportation’s (NCDOT) expansion plans on N.C. 211 through West End include a multi-lane divided highway with sections on North Carolina Highway 73 to Holly Grove School Road. The state seeks to improve traffic flow, safety and capacity in Moore County. State engineers want raised medians, limited left-turn access, additional turn lanes and reconfigured intersections.

Sheetz recognizes that the highway expansion will bring higher traffic volume, improved access and long-term development potential, making the location a lucrative choice.

Applicants Catherine Moore with CF Smith, Ryan Gatewood with LE&D Professionals and Tom Anastasi with Sheetz met with the Moore County Planning Board, and fire department, inspections, environmental health, public works representatives and an NCDOT representative on Feb. 18 to introduce the proposed project.

According to the county planning board, the proposed 6,139-square-foot Sheetz building has eight fuel pumps with 16 fueling stations and mobile pickup lanes instead of a drive-thru.

The site plan features access off N.C. 211 and Mode Road and recognizes NCDOT plans for road widening from 2027-28.

Conditional rezoning would not be required but the proposed project must meet watershed limits, stormwater, buffering, access connectivity and highway corridor overlay standards, including setbacks, landscaping and signage rules. Additional requirements include driveway permits, potential turn-lane improvements, fire safety infrastructure, sewer connection and state approvals for food service.

The next step is for the planning board to review the proposed Sheetz project.
