Harnett County delays 2026-27 budget

On June 24, Harnett County Commissioners delayed the 2026-2027 budget with a proposed .16 cents property tax increase.
Commissioners are in limbo on their budget decision due to legislative delays.
Senate Bill 474 alters a law signed by Gov. Stein last Friday. Senate Bill 889 halts property tax revaluations, easing property owners’ tax bills, in Anson, Bladen, Buncombe, Davidson, Guilford, Harnett, Onslow, Pender, and Scotland counties. SB 474 would lift the moratorium.
However, the board may request the county be removed from SB 474 if they pass the budget with a tax increase based on 2026 appraisal values.
Under SB 889, the county must use the 2022 values with a 5.68% growth rate over the last three years, one penny generates about $1,575,528. Under this rate, the county would raise the tax rate from .59 cents to .75 cents per 100 value for a balanced budget with cuts in quality-of-life services: libraries, Central Carolina Community College, the jetport and replacing fleet vehicles.
SB 474 may be passed by the government deadline of July 30, when Harnett Commissioners meet again to vote on the budget.
