The City of Sanford is pleased to announce the promotion of Marshall Downey to assistant city manager.
Downey joins Assistant City Managers Beth Kelly and Victor Czar in overseeing key areas of city operations. He will work alongside Czar to help ensure a seamless transition of public works responsibilities in advance of Czar’s retirement on Feb. 1, 2027.
With 23 years of service to the community, Downey brings a strong background in municipal leadership, public administration, and planning to the position. For the past 12 years, he has led the Sanford/Lee County Community Development Department, overseeing Planning and Zoning, Community Development, Building Inspections, and Code Enforcement.
Throughout his tenure at the City of Sanford, Downey has played a key role in guiding community development initiatives, shaping public policy, and addressing complex planning challenges. His experience and commitment to planning for managed growth position him well to take on this new role.
“Marshall’s dedication to public service, deep institutional knowledge, and commitment to the community make him exceptionally well qualified to support the City’s strategic priorities,” said City Manager Hal Hegwer. “I am confident he will continue to serve our residents well while building on Sanford’s record of success.”
Following Czar’s retirement, Downey will assume responsibility for public works, which includes transportation, parks, sanitation services, and public facilities, while continuing to lead community development. Beth Kelly will remain responsible for financial services.
Downey’s new role is effective Wednesday, Oct. 7, 2026.
